Dubai United Arab Emirates
His Highness Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai, Deputy Prime Minister and Minister of Defense and Chairman of the Executive Council of the Emirate of Dubai, has approved the plan to develop urban centers in the emirate, with a budget of more than $544.5 million (two billion dirhams), which aims to increase the real estate value of the centers covered by the plan by about $5.45 billion (20 billion dirhams) when completed in 2040.
The plan includes 6 major urban centers in Dubai and 42 supporting sub-centers, representing a combined 12% of the area of the urban area, and is implemented by the Higher Committee for Urban Planning and Dubai Municipality in cooperation with the concerned authorities.
The plan focuses on three pillars: quality of life, economic returns, and the efficiency and cost of infrastructure, by directing development towards the concentration of population and jobs around mass transit stations, diversifying land use, and bringing housing sites closer to work.
The plan aims to raise the percentage of the population around metro stations from 52% to 74%, and increase the coverage of public services from 74% to 85%, which supports easy access to services and mass transportation, and enhances the integration of urban centers.
His Highness Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum stressed that Dubai, with the vision of His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, continues to develop its future plans to achieve a balance between economic growth and population, and enhance the readiness of infrastructure and the efficiency of services, to reflect the results of development on the well-being of citizens and residents.
His Highness said: “With the vision of Mohammed bin Rashid.. Dubai is a great human experience. Exceptional and inspiring. To continue to lead this experience, we are investing in urban centers to build a new phase of Dubai’s prosperity and global competitiveness. Our vision is to develop integrated communities that align with people’s aspirations and support sustainable growth. Therefore, we have adopted the plan to develop urban centers with a budget of more than two billion dirhams, to guide urban growth towards integrated societies that combine well-being and economic opportunities. The plan will contribute to increasing the real estate value of the targeted centers by 20 billion dirhams by 2040, which will reflect on the vitality of these centers and their attractiveness to housing, work and investment.
His Highness the Crown Prince of Dubai added: “With this plan, we invest in the future of Dubai and the sustainability of its growth, enhance its leadership in all fields, and consolidate its position as a city that puts human well-being at the heart of its development.”
The adoption of the plan came during the chairmanship of the meeting of the Executive Council of the Emirate of Dubai, which was held on Tuesday in the Emirates Towers, in the presence of His Highness Sheikh Maktoum bin Mohammed bin Rashid Al Maktoum, First Deputy Ruler of Dubai, Deputy Prime Minister and Minister of Finance, and His Highness Sheikh Ahmed bin Mohammed bin Rashid Al Maktoum, Second Deputy Ruler of Dubai.
Population planning that supports sustainable growth
The Executive Council also adopted the sustainable population planning policy for the Emirate of Dubai, which provides an integrated framework to keep pace with population transformations and link them to economic and urban development, achieve a balance between the requirements of growth and the efficiency and sustainability of infrastructure, and maintain the quality of life in accordance with international best practices.
On the integration of economic and demographic growth and proactive planning, His Highness Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum said: “Dubai continues to strengthen its position as the best city to live, work and invest, providing opportunities for investors and entrepreneurs, a welcoming environment for talent and competencies, and a community of more than 200 nationalities participating in its development journey. To establish this position, we have today adopted a “Sustainable Population Planning Policy for the Emirate of Dubai” to link population growth prospects to our economic and urban plans, and to guide the development of services and infrastructure according to the needs of the population.
His Highness continued: "Our goal is that the growth of Dubai's economy will keep pace with the aspirations of the people and residents of Dubai, provide opportunities for individuals and families, and enhance the emirate's leadership in attracting and investing competencies and skills."
The policy allows the use of data and population growth projections to identify future needs of services and facilities, guide infrastructure development plans in various regions of Dubai, and supports maximizing the use of existing infrastructure and services, raising their efficiency and ensuring their sustainability.
The policy supports the growth of jobs in high-productivity sectors, in line with the objectives of the Dubai Economic Agenda D33, and contributes to attracting competencies and skills, raising the average income of individuals and families, enhancing their purchasing power, and consolidating Dubai’s economic competitiveness.
Secure and standardized digital authorization
In order to develop government digital services, the Executive Council has adopted the “Digital Authorization System for Individuals and Companies” through a digital platform, which is supervised by the Dubai Digital Authority and allows customers to authorize others to complete transactions on their behalf, within the scope of low-risk services that do not require notary or legal documentation procedures.
His Highness Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum said: “Dubai has established itself among the world’s leading cities with its digital services, and ranked second in the world in the Smart Cities Index for 2026, and we want our services to continue to strengthen this leadership and remain a global standard in its ease, efficiency and integration. To achieve this goal, we have today adopted the ‘Digital Delegation System for Individuals and Companies’ to further develop a unified and reliable government experience that meets the needs of society and the business environment, and consolidates Dubai’s position at the forefront of digital governments.”
The system aims to provide a 100% digital experience through a unified platform, which contributes to combating fraud, conflicts and operational risks by 100%, and achieving 90% in the customer effort index to obtain proactive services and facilitate procedures for them.
The system provides a secure, reliable, instantaneous and paperless mechanism for the creation, management and activation of delegations, relying on the digital identity “UAE PASS” to verify identity, and integration with digital applications and services to provide a unified experience across various service channels.
