The Dubai Land Department (DLD) reviewed the role of legislative and regulatory frameworks, transparency, real estate data and digital transformation in protecting the rights of investors and enhancing the attractiveness of the real estate market in the emirate, during its participation as a strategic government partner in the Rise 2026 Summit, which was held today, October 14, 2026, at the Dubai World Trade Centre.
The session was held under the theme ‘Restoring Growth Momentum in Global Economies’, with more than 300 international institutional investors, representatives of sovereign wealth funds, government leaders, developers and decision-makers.
During a panel discussion titled “From Vision to Value: Drawing the Future of Dubai’s Real Estate Sector,” Majid Saqr Al Marri, Executive Director of the Corporate Support Sector at the Dubai Land Department, stressed that the attractiveness of the Dubai real estate market is based on the development of the legislative and regulatory environment, the efficiency of infrastructure, and the diversity of real estate options, in addition to initiatives that expand ownership opportunities.
The session, which was moderated by real estate expert Ismail Al Hammadi, discussed the role of transparency, regulatory frameworks, real estate data and digital transformation in protecting the rights of investors and enhancing the attractiveness of the market.
Al Marri pointed to the “First Property Ownership” program, which contributes to helping residents move from rent to ownership, and strengthen their long-term association with Dubai.
He also reviewed the efforts of the Dubai Land Department to develop an integrated system of digital services and solutions that facilitate the journey of the investor, developer and customer, and enhance the availability of real estate data and the use of artificial intelligence technologies.
In this context, he touched on the role of the “Initial Registration” platform in the development of real estate developers procedures, the Dubai Rest application in facilitating access to real estate services and information, and the artificial intelligence assistant “Malik” in improving the customer experience.
He explained that these efforts are integrated with initiatives to support real estate brokers, empower national competencies and expand investment tools, in a way that enhances the efficiency and transparency of the market.
Al Marri stressed that the participation of the Department as a strategic partner in the summit reflects its commitment to enhance cooperation with various parties of the real estate system, and the development of partnerships that support the competitiveness of the market, pointing out that the summit provides a platform for direct communication with investors and developers, exchange experiences and review initiatives and services that keep pace with their aspirations.
104 real estate projects completed in Dubai during the first half of 2026
In his official opening speech, Omar Hamad Bushahab, Director General of Dubai Land Department, said that the emirate has succeeded in building an economic model based on long-term planning, advanced infrastructure, an attractive business environment and effective partnership with the private sector.
He pointed out that the real estate sector represents one of the most prominent components of this model, citing the completion of 104 real estate projects in Dubai during the first half of 2026, with a value of more than $ 30.2 billion (111 billion dirhams), and a growth of 52% in value compared to the same period last year.
Hamad Bushahab said: “The real estate sector is one of the most prominent manifestations of this vision, with its growth and opportunities, and its role in developing cities and communities and enhancing the quality of life.”
He added that the Department continues to build on these elements through the Dubai Economic Agenda D33 and Dubai’s Strategy for the Real Estate Sector 2033, which enhances the integration of economic and urban growth, and consolidates the emirate’s attractiveness to capital and long-term investments.
The sessions of the Rise 2026 Summit dealt with the influential transformations in the markets and global capital flows, trade, infrastructure, urban development and emerging investment opportunities, with the participation of government leaders, business leaders and international experts in the fields of economy, investment and real estate development.
The participation of the Dubai Land Department (DLD) came as part of its efforts to strengthen partnerships with the international investment community and review the emirate’s real estate environment, including regulatory frameworks, infrastructure, digital services and data supporting investment decisions.
