Riyadh, Saudi Arabia
Saudi Arabia has achieved a remarkable achievement in the level of transparency of the real estate market by entering the category of “transparent markets” for the first time in its history, and the Kingdom has succeeded, thanks to its long-term approach, to enhance transparency and institutional work in securing a place among the three countries that have seen an improvement in the Global Real Estate Transparency Index 2026 issued by JLL, which evaluates 88 countries and 146 cities globally based on 260 separate workers.
The Kingdom is achieving a remarkable achievement by entering the first time in the category of "Transparent Markets" on the Global Real Estate Transparency Index for 2026
The Kingdom ranked 35th in the world in the overall ranking, and was ranked among the real estate markets that witnessed the highest rates of improvement in the world during the past decade. The Kingdom’s transition to the category of “transparent markets” is based on the reforms of Vision 2030 and the government’s strategies for digital transformation, including the launch of the official platform for real estate indicators, a central digital database of rental prices, selling prices, and real estate transaction volumes, reflecting the reality of the real estate market.
Other initiatives that support the Kingdom’s rise in the index include adopting a stricter regulatory framework for the delivery of real estate development projects sold on the map, and enhancing standards applicable to real estate companies listed on the Saudi Stock Exchange.
Mohammed Taqiuddin, Chief Executive Officer, Middle East and Africa, JLL, commented: “The Kingdom’s rise to the category of transparent markets enhances the role of market transparency in building the institutional confidence needed to translate ambitious economic plans into long-term capital commitments in the Middle East and Africa.
As global investors seek to operate in resilient markets and high growth rates, increased transparency gives them a better view of market fundamentals, a higher ability to measure performance, and evaluate transaction procedures, enabling them to channel capital based on more accurate estimates of investment returns, and setting a benchmark for market transformation in the region and beyond.”
The Kingdom is one of three countries that have seen an improvement in the level of real estate transparency globally
Saud Al-Sulaimani, Chief Executive Officer and Chief Capital Markets Officer at JLL Saudi Arabia, said: “Transparency is a key pillar in attracting capital and establishing confidence in the markets. Saudi Arabia’s accession to the category of transparent markets for the first time in the JLL Global Real Estate Transparency Index reflects the tangible impact of Vision 2030 in enhancing the Kingdom’s position among international investors.
This achievement is in line with the Public Investment Fund’s 2026-2030 strategy, which places governance, transparency and institutional excellence at the heart of achieving sustainable value. As the Fund moves from large-scale construction to revenue through its real estate portfolio, the high level of transparency contributes to reducing perceived risks, deepening liquidity, and enhancing investor confidence in injecting capital into commercial, residential and alternative assets. The Kingdom offers a role model in both emerging and developed markets.”
