Kuwait issued on Sunday Decree-Law No. 114 of 2026 on mortgage financing for those eligible for housing care, in a move aimed at accelerating the provision of housing for citizens and removing the most important material obstacles to their access to housing care.
According to the explanatory memorandum, the decree, which includes 15 articles, aims to sustain the provision of decent housing for Kuwaiti citizens in the foreseeable future, through the development of an integrated legislative framework for subsidized and non-subsidized real estate financing.
The decree specified the scope of application of its provisions to include the purchase of housing units from real estate developers in accordance with the provisions of Law No. 118 of 2023 on the establishment and economic development of companies for the construction of cities or residential areas, as amended by Decree-Law No. 89 of 2025, in addition to financing construction on government vouchers allocated by the Public Authority for Housing Welfare in accordance with the approved conditions and controls, according to the Kuwait News Agency - KUNA.
