The UAE has emerged as by far the largest foreign investor in Saudi Arabia, accounting for nearly 17 percent of the total foreign capital flow into the world’s largest oil exporter.
Assets held by UAE private and public investors topped SAR170 billion ($45 billion) by the end of 2025, just below one fifth of the total foreign direct investment (FDI) flow into the Gulf Kingdom, the largest Arab economy.
Total FDI flow into Saudi Arabia, which has been locked in a landmark economic diversification scheme, stood at around SAR1 trillion by the end of last year, Saudi Arabia’s General Authority for Statistics said in a report last week.
A breakdown showed the UAE, second to Saudi Arabia in Arab GDP, has pumped more than half its total capital in the Kingdom over the past six years.
During 2020-2025, UAE FDI flow into Saudi Arabia totaled around SAR 94 billion to benefit from a series of laws facilitating investments in various sectors, including real estate, mining, finance, stocks, real estate and other fields.
Key UAE investors in the Kingdom include Dubai-based Emaar Properties, Emirates NBD bank, and Abu Dhabi’s Mubadala and TAQA companies.
“I am not surprised to see that the UAE is the biggest investor in Saudi Arabia…this is because of the vast investment opportunities in the Kingdom, the adventure spirit of UAE investors and the fact that the UAE is rich and has strong economic links with Saudi Arabia,” said Jamal Banoun, head of the Riyadh-based SMS economic centre.
In 2024, the UAE emerged as the dominant investor in joint Arab projects, with a share of around $42.4 billion, nearly 94% of their total value of $45.5 billion, according to the Kuwait-based Inter-Arab Investment Guarantee Corporation (AIGC).
It was also the largest Arab capital exporter, with FDI outflow of around $23.5 billion, accounting for nearly 43 percent of the total Arab capital export of $54 billion, said IAIGC, an affiliate of the Cairo-based Arab League.
