Egypt
Investments received to buy real estate in Egypt by non-residents recorded a remarkable growth during the fiscal year 2025/2026, after net inflows increased to about $2.8 billion, compared to about $1.9 billion in the previous fiscal year, an increase of about $900 million, with a growth rate of 47.4%.
The data of the Balance of Payments report issued by the Central Bank of Egypt showed that this rise comes within the developments of foreign investment flows to the Egyptian market, at a time when the government is moving to develop the legislative frameworks governing the real estate sector, which contributes to enhancing its attractiveness for investments and protecting the rights of its customers.
Increase in the sale of companies and productive assets to non-residents
Central Bank of Egypt data revealed an increase in net inflows resulting from the sale of companies and productive assets to non-residents to reach $433.2 million during the fiscal year ending in June 2026, compared to about $399.8 million in the previous fiscal year.
The growth of real estate investments from abroad coincides with government moves to reorganize non-Egyptian ownership rules for real estate
In contrast, loans from parent companies for investment reached a net repayment of $480.4 million during the fiscal year 2025/2026, compared to a net repayment of $381.6 million during the previous fiscal year, according to balance of payments data.
New draft law to regulate foreign ownership of real estate in Egypt
The growth of real estate investments from abroad coincides with government moves to reorganize the rules of non-Egyptian ownership of real estate, as the Egyptian Ministry of Justice, in September 2026, completed a draft law aimed at regulating the ownership of foreigners of built-up real estate and space land.
The project is part of a government directive to develop the legislative environment associated with real estate investment and facilitate the procedures governing the ownership of non-Egyptians, supporting efforts to attract more foreign investment to the Egyptian market.
Presidential directives to follow up projects and hold violators accountable
In the context of efforts to control the real estate market, Egyptian President Abdel Fattah al-Sisi directed, in August 2026, to form a committee to visit the ongoing projects in various governorates, in order to follow up the completion rates and verify compliance with the timetables set for the delivery of units.
The committee’s tasks include reviewing the extent of companies’ compliance with contracts concluded with buyers, ensuring the completion of infrastructure work for projects, as well as taking the necessary measures to hold the violating parties accountable.
The Egyptian government is working to complete the preparation of a legislative framework to regulate the real estate development activity, including a draft law to establish the Egyptian Federation of Real Estate Developers
Anticipated legislation to regulate real estate development and protect customer funds
The Egyptian government is working to complete the preparation of a legislative framework to regulate the real estate development activity, including a draft law to establish the Egyptian Federation of Real Estate Developers, with the aim of setting clearer rules for the work of companies and regulating the relationship between developers and buyers.
The project includes defining controls for the classification of real estate development companies, organizing the sale of units, developing mechanisms to protect customer funds, as well as addressing the situation of troubled projects and determining appropriate procedures to deal with them.
These measures aim to enhance discipline and transparency within the Egyptian real estate market, ensure the rights of buyers, while creating a more stable investment environment that preserves the sector’s attractiveness to foreign capital and supports its continued growth in the coming years.
