The Syrian Investment Authority announced the launch of a new regulatory framework for investment in the real estate and construction sectors, including a package of procedural facilities and tax and customs incentives, in addition to special controls for advertising, promotion and sale on the map, and mechanisms to protect the funds of projects and investors.
The Authority explained that the framework gives investors greater flexibility in the structuring of their projects, by allowing the establishment of joint-stock companies or limited liability or companies of one person, in addition to the special purpose companies (SPV) dedicated to the implementation of specific projects.
At the level of procedures, the new system allowed not to resubmit documents or studies that have already been approved, unless they expire or material amendments occur, with the possibility of applying simplified and accelerated paths to complete transactions.

The system allowed specialized foreign companies to operate in the Syrian market through licensed branches, provided that they have at least five years of experience in the country of origin, and meet the requirements set by the Investment Authority.
The framework includes the exemption of machinery, equipment and devices necessary for the implementation of projects from customs and financial duties in accordance with the applicable provisions, in addition to the exemption of contracts and documents for projects established on the property of public entities from the stamp duty.
The new measures aim to provide a clearer and more regulated investment environment and expand opportunities for the private sector and Arab and foreign investments in the fields of real estate and construction.
